There will obviously be some which are clearly outside the category IP vessels can be shewn to have been scuttled purely for denial purposes without requisition for a Service need then obviously the position of these is different.

The telegrams which have gone out are as I see it lesined to secure information and no Department stands committed to any payments at the moment. Then we have details of the claims involved it may well be that we shall find that there is little between the views of the Departments but I agree with devers that we must aim at the adortion of a common line of action by all Departments.

I too should like to have a copy of the Army Council letter of 15th September, 1943, to which you refer.

I am sending copies of this letter to evers, Eales, Palmer & "arran.
